Yes, probably : He should see a dentist asap as the condition is typically not treated with antibiotics alone.

Yes antibiotic plus : Taking the Cipro (ciprofloxacin) is fine to possibly contain the infection, but more important is to attempt to establish drainage of the infection. Do that via having him doing warm salt water rinses in the area for about 4-5 minutes 4-5 times a day. The warm salt water rinses will make the antibiotic work better and reduce the swelling. No heat or cold to the outside of the face.

Yes: Get to a dentist asap. Oral antibiotics help but don't cure the problem.

Yes if....: 1. Not allergic to it 2. Not expired 3. Knows the right dosage 4. Doesn't postpone seeing a dentist 5. Sees a dentist even if the swelling goes away. 6. If necessary goes to the er if he can't get an appointment with a dentist today.
