It could be : Cellulitis or meds side effect. Get examined.

Venous Compression: Pressure on the vein draining the leg of the side involved is another possibility. There may be extrinsic (outside of the vein) pressure from something like a fibroid on an iliac vein. Sometimes a crossing artery can compress the vein. If the edema is persistent a ct of the abdomen and pelvis may show the cause.

Vascular issue: Pitting edema of 1 leg is unlikely to be a systemic issue such as chf, kidney failure. You state negative deep vein thrombosis. I would suspect a previous vascular injury with poor venous outflow from the leg causing swelling. Either trauma or previous dvt. This c, ould be higher in the leg or in the pelvis. Lymphatic obstruction in the pelvis with canc or previous surgery should be considered.

Venous insufficiency: I would recommend you have a venous ultrasound study to check for venous insufficiency with reflux evaluation. If the venous valves are incompetent, the blood does not flow back to your heart correctly and may pool in your veins, causing the edema. Therapeutic options depend on the exact cause.
