Thrombophlebitis: Superficial veins can develop clots in them called "superficial thrombophlebtitis" -- this is typically not dangerous, and should get better with Motrin and warm compresses.

Hand Veins: It would be important to know if the bulging veins are on the palmar or dorsal surface of the hand. It is very unusual for palmar veins to bulge and dorsal veins can bulge for many reasons. See a vein specialist for an evaluation.
