Possibly: Asthma frequently starts before age 3 years old. Common symptoms are cough until you vomit, wheeze and difficulty breathing. Common triggers are exercise, nighttime, colds, irritants (smoke) and allergies. The description is very suspicious for asthma. An asthma specialist can confirm and provide a treatment plan.

Maybe not, however: Asthma does not always involved difficulty breathing. The constant stuffed up may be a sign of allergies which may be the to whole picture. . Best to have him checked by his pediatrician just to rule out asthma which may have coughing as the only symptom.
