Two issues.: H pylori is completely separate from have elective surgery. If it is symptomatic, treat it before surgery. The surgery will not make it worse; however, it can make your recovery worse. In general tummy tucks (witch hazel) and liposuction can be safely combined. The only caution is liposuction perfromed on the fron of the abdomen increases the risk of problems with the tummy tuck. Check with doctor about both.

Safe: It is safe to have liposuction or a tummy tuck if you have h. Pylori. You should probably treat the h. Pylori with antibiotics prior to surgery. Liposuction and tummy tuck can also be performed safely together.

Very likely.: As long as you are not acutely ill with h pylori or have symptoms, you should be fine. I would include it in your pre-operative discussion with your doctor though.

Shouldn't interfere: H. Pylori should not have an effect on the results of cosmetic surgery of the breast and tummy. Just make sure you take GI prophylaxis (medication to treat your stomach symptoms and heart burn).
