Cultural issue: As a forum for medical information this question goes a bit beyond the bounds of what the site is for. However, the fact remains that teenagers are often involved in close personal relationships at 16 & in some cultures marry & raise a family. Whether or not this behavior is appropriate is more a family/cultural issue.
