Blepharitis: Sounds as if you have blepharitis, a condition where the skin at the base of the eyelash margins is inflamed from a normal skin bacteria called staph aureus. This can cause red itchy, inflamed eyes and eyelids. I can also result in loss of eyelashes. See an ophthalmologist. It may also be a skin cancer, but unlikely if it is both eyes.

Inflammatory: Many causes for this, from autoimmune to inflammatory to malignancy. Would recommend seeing an eyelid specialist for this.
