Skin itch (no redness) started 2 yrs ago, feet & hands, then scrotum. it comes & goes. now it itches more, puffy eyes and redness on neck. what is it?

Rash: Might be hives which look like a mosquito bite which are red, raised and intensely itchy. They can pop up on any part of the body. But i don't like the rash spreading to the scrotum. Maybe it should be seen just to be safe.
