Not sure: Have you had previous reaction to latex, or local anaesthetic? Could be a reaction to the manipulation of your lip during the procedure. Don't think you need an antibiotic. Return to your dentist for an evaluation.

Topical allergy: I have seen this reactions most often from the topical anesthetic and to a lesser extent from certain cements. Get evaluated by a specialist- allergist.
