Most not serious: Most of the time this is a benign condition.But it can be a sign of eyelid cancer or even a metabolic disease such as thyroid dysfunction. You should check with your ophthalmologist.

Possibly!: Need more information. Sounds like blepharitis. Possible a skin cancer at the eyelid margin. If both eyes sounds like blepharitis if it is both eyes. Need examination.
