Yes: 4240 is a surgical procedure allowing scaling and root planing on four or more teeth in one area of the mouth. 7210 is the extraction of one tooth. It would be appropriate to charge for those teeth that were treated and not extracted.

Serious answer.: If both procedures were performed, then absolutely yes. Not only then would it be ethical, but it would be fair and just. Why wouldn't it be? It is very common to anesthetize a quadrant and perform whatever needs to be done at that time to save you money and additional visits. Further, often we do not know what we will discover until we can actually visualize an area with a flap procedure.
