Neither or Both: Swelling around a mole could be a sign of melanoma, but certainly not a reliable one. It would not use it as a solitary feature to decide whether or not to be worried about a mole.

Melanoma effects: Swollen moles are not something routinely see with melanoma. I would be more concerned about changes. This would include changes in color, size, the border characteristics, and shape of the lesion. In addition, any lesion that bleeds on its own needs to be removed in my opinion - don't waste time with a biopsy.
