Loose skin tummy: Loose skin after pregnancy is best treated with an abdominoplasty or tummy tuck. Some liposuction modalities such as smartlipo can help contract the skin, but best results are achieved with a tummy tuck.

Abdominoplasty: The loose skin (and likely the underlying abdominal wall laxity) are impossible to correct without surgery. An abdominoplasty will leave you flat, tight, and looking and feeling much better about yourself. Most women describe the results as life changing.

Skin tightening: If you have allowed enough time for your skin to snap back into shape on its own, your muscles are toned, and the skin is still loose, it sounds like it has been stretched beyond the point of recovery. You likely also have stretch marks, which is a sign of this. The only remedy is to have the skin surgically tightened - which means an abdominoplasty ("tummy tuck").

Mini tummy tuck: You sound like a good candidate for a mini-tummy tuck that removes this skin without undergoing a full tummy tuck. This still leaves you with a smaller incision in the bikini line. Generally the quality of your skin after being stretch by pregnancy cannot shrink after minimally invasive (i.e. Liposuction) or non-invasive techniques. You plastic surgeon can give you your best options.
