Possible: Since warts are a viral infection which causes a tumor-like growth, it is difficult to surgically remove all of the virally infected cells since they cannot be seen clinically. Even with adequate surgical margins you can sometimes see regrowth of the wart.

Reasonably Likely...: No success rates are great with regards to warts. I was co-author on a paper published 25 years ago that touted a 98% success rate, but the other doctor rushed it to publication and subsequently we had a number of recurrences that were previously reported as success. Any treatment in the 85% range is great!
