Fracture: This may be normal and might be due to the swelling in your foot. Swelling can limit some of the motion in your toes. I would see your doctor for further evaluation.

Not normal: You shoud be able to move all of your toes unless you are severly swollen.

Varies: There is sometimes some limitations in your ability to flex toes secondary to pain and swelling from the fracture. It would be rare to have anything else causing the inability to flex your toes, but I would let your doctor know.
