You need evaluation: There are many reasons why this may be stiff but it is difficult to know without x-rays and an examination to evaluate if is involves the joint, malunion, nonunion, tendon adhesions. All that may be needed is a good course of hand therapy.

Often: Scar tissue heals bones/tendons/and joints. Revision surgery is sometimes needed. Get aggressive hand therapy afterwards!
