Arms are easier: It is easier to draw from the arms- easier to hold the arm still and usually easier to get closer to. If veins are near impossible to access in the arms, you can access the lower limb veins if needed.

Venipuncture: As dr. Newman said, the lower limbs can be used but they are generally more painful.
