Kidney decrease: Seems like the kidneys are not working up to par. They help eliminate fluid in the body. In diabetics the kidney or renal function can be decreased. They are probably also taking medications. Some meds can cause urinary retention. Meds also need to be adjusted in kidney failure. See a doctor to get the complete diagnosis and best way to get them going again while their is still time to improve.

Fluid overload: Happens typically in the interplay between the pump (heart) and the filter (kidneys). If no longer making urine help is needed fast before the lungs fill up with fluid.
