Sparingly: Ideally, you should not eat fast food at all, whether exercising or not. But, it's probably ok once in a while when you can't get real food (e.g. Traveling).

No relationship: Exercising and eating healthy are two separate activities related to maintaining good health. One does not have an effect on the other except that the lack of either can contribute to the development of chronic diseases. It is a common misconception that one healthy activity can neutralize the ill effects of another unhealthy activity, eg. Eating well will not compensate for inadequate sleep.
