Normal: They are called Fordyce spots and are the opening to sebaceous glands.

Blood vessels?: If the dots are red they may be capillaries that are showing through. These sometimes occur, but can also be related to things like exposure to excessive sun and a sun screen covering is always wise. Have your dentist look at them to be sure.
