I had an internal ultrasound scan today and was told i had a collapsed follicle. please can you advise that this is now the best time to conceive?

Unfortunately not: A collapsed follicle means ovulation has already occurred. Sperm needs to be in the reproductive tract prior to ovulation for a successful conception.
