Many options: This could be many things. Arthritis, carpal tunnel, nerve pinching, vascular problem, insect bite, skin problem to name a few. I would monitor for progressing symptoms such as increasing numbness and pain , try otc meds such as advil, (ibuprofen) and see what happens. If no better or getting worse, see your doctor.
