Hydrocortisone: The best medicine otc is hydrocoirtisone 1% ointment. A good moisturizer will also help, along with avoiding things that dry the skin (like long hot baths or soaking in soapy water.).

Eczema: You need moisturizing cream regularly once or twice daily. You can use bendryl or Claritin (loratadine) or zyrtec for the itching.

Oil massage: Plenty of fluids, keeping thermostat low avoid prolong hot bath/shower will help drying/ loosing the oil of skin of skin. Which many times is a precursor of eczema. Massaging with olive oil after bath/ shower will help too. If you put oil in bath tub, be careful , may become slippery.
