Can't say for sure: The most common reason for a localized outbreak on the skin is a contact reaction to some trigger agent. This could be liquid/solid/metal/plant/etc. If it's raw, sometimes a mild OTC steroid cream will help.A localized reaction is rarely the cause or part of another illness. That is likely something else.
