No breaking needed: Hip arthroscopy would be the typical procedure involved to address a symptomatic labral tear. Generally it is a very safe operation, but you will need to discuss with your orthopaedic surgeon the specific risks involved. There are certain circumstances with hip pathology that do require work to be done on the bones around the hip. Again, best to discuss details with your surgeon.

Hip labral tear: A hip labral tear can be addressed arthroscopically which involves distracting the hip joint with traction but not "breaking" the pelvis. It is safe for a 13 year old but since the procedure is done under arthroscopy careful attention to shielding the groin area should be performed.

Labral tear: No a break is not necessary to have a labral tear. Depending on the nature of your injury this can be seen in a 13 yo and if there is a tear, and there is no contraindication to repairing this tear arthroscopically, it can be very successful.
