With what?: Unlikely that dried blood will contain viable organisms likely to be transmitted from a counter-top without more than casual contact. The percentage would be inordinately low to non-existent.

Unlikely: Survival times of various blood borne viruses are variable but even if the virus can survive in the dried blood, it has to be inoculated in sufficient quantity. Quite low risk.
