Dentist ASAP: See a pediatric dentist as soon as possible. Likely the decay was caused by allowing your child to nurse a milk or juice bottle for long periods of time. You must rinse out your child's mouth after they consume a sugary drink; you cannot allow your child to sip on a drink for long periods. That being said, the decay will only worsen at this point, so please visit a dentist.

See a dentist: You should see a dentist. A that age most likely a pedodontist. The teeth should not be decaying like that in a 2 year old. If you put them too bed with a bottle with any thing but water. The sugar in the formula, milk, or juice is causeing the decay. If the decay is bad and the teeth abcess it can effect the developement of the permenent teeth.

Pediatric Dentist: Schedule a consultation with a pediatric dentist. Evaluate whether or not the teeth can be saved or need to be extracted. If possible, restore the teeth because they are important for growth and development, speech, eating and self esteem. Also, pediatric dentists have the training to treat small patients with sedation. Lots of treatment on a small child can otherwise be difficult.
