Most likely: Masturbation can be done in may ways. If you are referring to using the affected extremity, then one would need more information. If you are out of a cast or splint and have no pins or hardware of concern and motion in the elbow is not restricted, then gentle use of the elbow in the hand to penis masturbation technique wold probable by okay.
