Diet: Diet is a key in weight control but when you are so close to ideal body weight you need some exercise to maintain metabolic rate and muscle mass. Otherwise your body will simply slow metabolic rate and you will not feel or perform well and may not lose weight. More lean muscle burns more calories and makes it easier to keep weight off. If you don't build muscle you may add fat when gaining.
