A doctor can look in the baby's mouth and throat to see if there is a reason for increased saliva. A throat infection can appear as increased saliva because a sore throat makes a baby less wanting to swallow.

Most likely, yes: It is very common for babies to have excess saliva when teething. Sometimes this is also accompanied by a low grade fever and mild diarrhea as well. As long as symptoms are mild it is not problem. If symptoms worsen then see your pediatricain for an evaluation just to be sure.
