Decongestant: Children less than 6 years old should not be given any cold or cough medications because they are known to not cure the symptoms. They contain decongestants (phenylephrine is an example) and antihistamines among others. In addition, they cause side effects (drowsiness, hyperactivity) that can add to the severity of the illness. So the bottom line: do not give your child the phenylephrine.
