Should be checked: Hives present as red raised lesions occasionally with a white/ blanched center. The are typically not described as blisters and should not be filled with fluid. The rash you describe does not sound like hives and should be examined by a physician.

Infection? : Hives don't usually go along with small blister like dots with a black center unless the blisters are impetigo. I'm not sure what the black dots are. If there is an infection then antibiotics are needed. Get her checked.
