See your ENT: It is highly unlikely that you have cancer at your age. Also voice box cancers tend to have progressive hoarseness that doesn't get better with steroids. However, recurrent hoarseness is not normal and should be evaluate.

See ENT: The cortisone was probably addressing some form of edema and/or inflammatory condition in your vocal cords. If you haven't responded to steroids again, you should see an ENT so the doctor can examine your vocal cords. The hoarseness could be due to other reasons such as scarring, cysts, bad voicing habits, and malignant and non malignant conditions.
