Possibly: Although the "normal" blood pressure is 110-120/60-70, a blood pressue of 89/60 may be normal for some persons, especially young woman. If the pulse is high (>100), then that combined with a low blood pressure could signify impending shock. The only exception is a neurologic injury where a low blood pressure can be combined with a low pulse and signify a shock state.

Depends: If you normally run a BP of 89/60 that is normal. If it's 120 / 80 then you are hypotension and need evaluation and treatment
