Discuss : Discuss this problem with your son's personal physician. They can certainly provide medical records and immunization record since age 9. I am surprised that his elementary schools did not require proof of immunization for enrollment. The foster agency may be able to obtain copies of his previous records. Your son's physician can work through this problem with you either by obtaining records, ordering tests, or providing necessary immunizations.
