Acne : Acne can occur on the scalp. We also sometimes call it folliculitis--inflammation (or occasionally infection) of hair follicles. Doxycycline is a commonly prescribed antibiotic for both acne and folliculitis. Another course of the same could be done and then followed by a topical antibiotic solution like clindamycin. There are no good options for otc treatment--shampoos, etc. Rarely allergic reactions to medications can present as pustules in the scalp. A medication history and exam would need to be done to exclude this possibility.

Folliculitis: What you described is more consistent with infection of hair follicles rather than acne. It would be prudent to consult a dermatologist and you may require a lengthy treatment.
