This : This is difficult to answer without a picture. Possibilities include eczema (atopic dermatitis), psoriasis, allergic rash, drug rash, and scabies. Since you are not better, i would recommend she see a dermatologist for diagnosis and to discuss treatment options that can help. Does it look similar to the picture in the link below?
