A : A wart won't typically come and go and flare, so this may be something else. However, if it is a wart or other lesion, this would need to be treated in a clinic. But, it is important to rule out other possible diagnoses. Perhaps there is a local health clinic that can see you at reduced cost? I would contact your county health department for more information.

Not warts. Herpes?: This is not a genital warts problem. Warts are not painful and do not come and go or "flare up" periodically. This sounds like genital herpes. Or perhaps pimples, infected sebaceous cyst, etc (which can occur on the outer labia, but not labia minor). Arrange with your doctor to be seen immediately (within a day or two) for next episode. And/or have a blood test for HSV2.
