Atypical for warts: Certainly a skin tag could occur in this location, and genital warts usually don't appear singly -- i.e. without several such bumps, warts are less likely. Skin tags typically are soft and easily pushed around, whereas warts typically are fixed pretty firmly and less mobile. But if you remain uncertain, get checked. Better safe than sorry.

Vinegar test: Please apply small amount of vinegar on the lesion if it turns white-ish then it is likely to be a genital wart
