Are there any notable cultures that forbid organ transplants / blood transfusions?

Yes.: Organ transplantation requires immune suppression, leaving the recipient at risk for any type of infection (bacterial, fungal, or viral). Having a blood culture that is "positive" (especially for bacteria or fungus) would indicate an active infection and thus would be an absolute contraindication to transplant at that moment in time.
