Sure: There is no reason why a physician can't refer to a dentist and they should when they see oral health needs. With the hospital involvment though it would depend on the situation and what you actually are trying to accomplish.

For Insrance Needs?: Some procedures that dentists do can be reimbursed by medical insurance and while policies vary, a physician referral may be needed.

Maybe: Doctors may refer to dentists who they know if they are both on the staff of the hospital. Some hospitals have dental clinics. Most dentists practice outside of the hospital setting.
