Sure: There is no reason why a physician can't refer to a dentist and they should when they see oral health needs. With the hospital involvment though it would depend on the situation and what you actually are trying to accomplish.

Maybe: Doctors may refer to dentists who they know if they are both on the staff of the hospital. Some hospitals have dental clinics. Most dentists practice outside of the hospital setting.
