70 year female had a syncope episode in feb with 2 catscans on body done in hospital plus chest x-rays. now next month her dentist and foot doctor will do further x-rays including both leg. is it safe to do so many x-rays in 1 year?

x-rays are lifetime cumulative. Practitioners only take the exposures required to aid diagnosis. For example , an 18-film full mouth dental series is less radiation than you would get spending a day in the mountains. X-rays are necessary, because to not take them is to guess, and you don't want anyone guessing about your health, or your friend's health. Your friend is perfectly safe.
