It can: Sometimes people will grind their teeth because their bite is not coming together in an ideal way. Having orthodontic treatment to correct an incorrect bite will help with the grinding, but only if that is the cause of it. People will also tend to grind their teeth in times of stress...Orthodontics will not help with that.

Partly: By improving your bite with braces, the stresses caused by grinding can be better distributed over your entire chewing system. This may help in part to lessen the issues with receding gums, but mostly likely will not stop the grinding. A nightguard appliance post-ortho and/or appliances to protect the system during ortho will probably still be advised.
