Yes: It should be compared to the previous one. That is why you should do them at the same location every time.

Yes: Yes, sometimes to more than just the previous one, so the radiologist should have all available priors to review. You don't have to stay at the same mammo facility if you don't like it for some reason, just be sure to get your prior mammos and bring them with you to the new one.
