If removed no: See your doctor , if it is , basal cell carcinomas locally invasive tumor , could be removed completely with cure by one of the accepted methods , as it is near the eyes surgical excision the best option other more common benign lesions like warts, cysts inflamed skin tags also possible.

Bumps: Eyelid bumps could be cysts or a lesion and possibly a basal cell. See a doctor( ophthalmologist or a plastic surgeon).
