Probably not: Hairs do not generally grow on a bump. This is more likely to be a compound nevus (mole). However, if it should change, seek the advice of a dermatologist.

Not likely: Basal cell carcinomas generally occur on sun exposed skin. It would be good to address the ingrown hair, as these are likely to facilitate skin infection, especially in the site (i presume your buttocks) that is affected in your case.

Unlikely.Hairy Nevu: With such selected, specific information, the first diagnosis comes in my mind is hairy nevus.Since the patient has raised a question it is apprpiate to state that basal cell carcinoma is an acquired conditon, usually in older age group, but could be in younger people, and very slow growing skin cancer.In contrast", bumps with hairs" if it is present since birth it is a hairy nevus.If it is formed later.

Basal cell cancer: Short answer: probably not. Basal cell expands within skin and pushes hair away or kills the hair as it grows. However, the only way to really know is to biopsy the lesion.
