Don't need permish: Anyone with a license can change your medicines at any visit. They don't need permission. Something that the health care community tries to do, though, is be effective at communicating with each other. In an ideal world, and hopefully in your case, the er doc would communicate with your primary care doctor what was changed and why! it may be done electronically or as a fax and not in real time.
