Seems like : A long time for you not to have gone to a doctor. It could just be a fungus. I don't think i would draw any conclusions about HIV unless you have reason to believe you have HIV in which case you should go and find out if you do.

Persistant: rashes can be difficult to treat. Many common rashes on the feet can be treated with natural and prescribed medications over a period of time. Definitely get an exam for the correct diagnosis and treatment plan.
