I assume these are not superficial veins. Are they insect bites which tend to be itchy? A physician or dermatologist would have to inspect them in order to advise you. In the meantime you could try applying a cortisone ointment.

Hi. The tops of my feet and my ankles are extremely itchy. Its a red rash, no bumps, just small red dots that breaks out on my skin. Really uncomfortable. It tends to flare up at night. I took some photos if there is a need for it.
