Very small cut on cuticle bleeding heavily for over an hour and a half and it is still slightly bleeding. no known health issues. cause for concern?

Yes: Yes to be concerned , normally bleeding should stop in 3 to 5 mnts, in superficial injury may have problem due to disease of blood vessels, lock clotting factors , or use of medications, go to er for testing and treatment.
